So here's my thoughts.
1. It's too expensive for what you get from it. With a cost of 9 I would expect to start out with more than 3 counters.
2. The abilities are good but unbalanced. For the first ability to out right destroy something is unheard of. First abilities of planeswalkers tend to be more passive-ish. The second ability also is cray cray. The turn I play it I can search for 2 cards and put them onto the battlefield? Absurd. The third ability while I find to be more well rounded is also the one that fits least for the character in my opinion.

Suggestions
1. Give him a slightly lower cost cost and up his body a tad.
2. His first ability could be something like target player sacrifices a creature.
3. His second ability is good but for balance it should just allow you to put the cards into your hand which is almost just as good.
4. For his last ability I'm really not sure what to suggest just keeping in mind who you're trying to portay. Mr Creepypasta's final ability should have some slight flavor of terror and suspense. Maybe in the form of an emblem that does a subtlely devastating effect that intensifies with time (much like the terror in the stories).

I know this all sounds pretty negative but understand that I do enjoy this and that is the exact reason why I'm offering this critique. I want to see you improve.
